Angels of Hope was founded by a homegrown Central Valley team whose leadership combines lived experience, military service, correctional-system knowledge, housing expertise, and community advocacy.

Together, our founders understand that successful recovery and reentry require more than temporary shelter. People need stable housing, personal accountability, practical support, and a community that believes in their ability to rebuild.

Eduardo
Nuno

Co-Founder & Chief Executive Officer

Lived Experience and Housing Strategy

Eduardo Nuno is a Central Valley native whose leadership is grounded in personal transformation and firsthand experience with the California justice system.

After spending more than 15 years incarcerated, Eduardo returned home prepared to rebuild his life but encountered many of the housing and employment barriers faced by justice-involved individuals. The stability provided by his family gave him the foundation he needed to move forward—and inspired his belief that everyone deserves that same opportunity.

Drawing on his experience in business, real estate, recovery, and reentry, Eduardo helped establish Angels of Hope and develop its 72-bed structured recovery and reentry housing network across Kings and Tulare Counties.

His leadership ensures that AOH remains focused on practical solutions that help people achieve stability, personal responsibility, employment, and permanent housing.

Jessica
Rangel

Co-Founder & Chief Operating Officer

Service, Advocacy and Program Development

Jessica Rangel is a U.S. Army veteran and Central Valley native with extensive experience in military communications, veteran employment advocacy, correctional rehabilitation, youth substance-use programming, and multi-site housing leadership.

Throughout her career, Jessica has helped develop structured support systems for individuals facing significant barriers to employment, education, recovery, and community reintegration. Her experience includes supporting rehabilitation efforts in correctional environments, expanding youth programs within California schools, and helping veterans access federal employment resources.

Her leadership is also informed by personal experiences with trauma, resilience, and recovery. At Angels of Hope, Jessica oversees program operations and helps ensure that every participant receives organized, respectful, and individualized nonclinical support.

Simon
Torres

Co-Founder & Chief Compliance Officer

Accountability, Discipline and Community Leadership

Simon Torres is a lifelong Hanford resident and Kings County native with 16 years of professional experience within the California Department of Corrections and Rehabilitation.

His experience has given him a practical understanding of the challenges individuals face while preparing to return to their families and communities. He brings that perspective to AOH’s commitment to accountability, safety, consistent standards, and long-term stability.

Simon is also a former professional boxer whose 10-year career reinforced the importance of discipline, perseverance, and personal responsibility. As a dedicated youth mentor, he has managed after-school programs throughout the Central Valley and helped young people develop confidence and direction.

At Angels of Hope, Simon supports organizational compliance and promotes a structured environment where participants can strengthen their recovery, rebuild their lives, and work toward permanent housing.

We didn’t simply study the challenges of homelessness, recovery, and reentry. Our team has experienced them personally, worked within the systems surrounding them, and helped people overcome them.

Together, we are building a professional, accountable, and recovery-supportive housing network serving Kings and Tulare Counties.

Angels of Hope provides structured recovery housing and nonclinical supportive services. When participants need clinical, medical, or behavioral health treatment, we coordinate with appropriately qualified community partners.
